Hoboken establishes this was published in 1771 (or very near), for it is announced in the December 12 1771 Sieber catalog (file 1 attached). Published with symphony 49 and appendix I:B2 (which is a pastiche of movements of Michael and Joseph Haydn symphonies- Hoboken book 1 page 269 describes it).
